Is texting someone who is in Ukraine but with UK simcard more expensive?

I think that you could probably text them for free. Only if you are outside your contract area do you have to pay more to text someone. At least that is the way that my contract works. I can text anyone for regular rates if they are overseas, but if I go overseas, it costs me extra to send texts.
