What would Taxation without Representation refer to, now, and in USA history?

The best example or taxation without representation is the power to tax us, without the people's reveiw or ability to redress, is the EPA. It can impose banning of drilling, building nuclear power plants and any economic activity which may harm snails, or frogs, or fish, or....you name it. The tax imposed is the contortions our businesses must endure to comply. And we all pay for their insanity.
