My dog keeps running away from me when I go near her :(?

My dog just keeps doing it, it is really making me sad, I want to be able to go near her without her running away. I have 4 other people living in the house and a nother dog, my dad is the pack leader and I'm second in command. My dog is a jack russle and I'm her master, but I don't think she knows it, she just doesnt care about me, it is just real depressing. When ever my dad or anyone else goes near her she doesn't run away or be scared. She just doesn't care about me. The only time she is around me is if I'm making food for me or her, so she only is around me when I'm in the kitchen. When I call her she doesn't care, I have to use a lure or bribe her with something she likes. Please help I really want her to know I'm her master.
